Most “WhatsApp chatbot” comparisons skip the part that decides whether your project works: the platform rules underneath it. You can pick an excellent chatbot and still find your messages undelivered, your templates paused, or your bill four times what you modeled, because the constraint sits with Meta, not with your vendor.

WhatsApp Business API vs. “simple WhatsApp chat”
Three different things get called WhatsApp for business, and only one of them supports a chatbot at scale.
The WhatsApp Business app is a free mobile app for very small businesses. Manual replies, basic away messages, one device. No API, no automation, no chatbot.
The WhatsApp Business Platform (Cloud API) is Meta’s hosted API and the only supported path for programmatic messaging today. This is what “WhatsApp Business API” should mean in any 2026 buying conversation.
The On-Premises API is gone. Meta stopped registering new numbers for On-Premises in July 2024, and the final version, v2.63, expired on October 23, 2025. Messages to or from numbers still registered to On-Premises are not delivered. Meta’s current platform overview lists only Cloud API, the Business Management API, and the Marketing Messages API. If a vendor still offers “On-Premises hosting for data residency,” that is a red flag about how current their WhatsApp practice is.
Access route. You can build directly on Cloud API, or work through a partner. Meta’s current terminology is Solution Partner (full service including billing, they hold a credit line and invoice you) and Tech Provider (Meta bills you directly for API usage; the provider bills for its own services). The older industry shorthand “BSP” no longer appeared in Meta’s partner documentation as of August 2026. The distinction matters commercially: it determines who you pay for messaging, and whether any markup applies. Freshworks, for example, publishes that it adds a 20% markup on the total WhatsApp cost billed from Meta.
The rules that determine your cost
Per-message pricing replaced conversation pricing
Meta moved to per-message pricing on July 1, 2025. Conversation-based pricing is deprecated. Under the current model:
- All marketing template messages are charged including when sent inside an open customer service window.
- Utility templates delivered within an open customer service window are free, and charged outside it.
- Authentication templates are charged when sent outside a customer service window, with a separate authentication-international rate in some countries.
- All non-template messages are free but they can only be sent inside an open customer service window.
- Service conversations have been free for all businesses since November 1, 2024.
Rates vary by template category, by the recipient’s country calling code, and by volume. Volume discounts apply to utility and authentication categories only, aggregated at the business portfolio level across all WhatsApp Business Accounts, and reset monthly.
One planning trap: the currency of an existing WhatsApp Business Account cannot be changed. The only way to take advantage of a newly available billing currency is to create a new account. Meta added local billing for India from January 1, 2026 and introduced eight further billing currencies; AED, ARS, CLP, COP, MYR, PEN, SAR, and SGD, on April 1, 2026, alongside rate changes for Saudi Arabia, India, Pakistan, and Turkey.

The 24-hour customer service window
When a WhatsApp user messages you or calls you a 24-hour customer service window opens or refreshes if one is already open. Inside the window you can send any message type. Outside it, you can send only template messages.
Everything about your conversational design flows from this. A bot that assumes it can follow up freely two days later will silently fail, or generate template charges you did not model.
The free entry point window
If a user reaches you through a Click to WhatsApp ad or a Facebook Page call-to-action button from a device running the Android or iOS app, desktop and web are explicitly excluded, and you respond within 24 hours, that reply is free and opens a 72-hour free entry point window during which all messages, including templates, are free.
This is the most under-exploited economics in WhatsApp messaging, and it is worth designing acquisition campaigns around.
Template categories: there are three, not four
Every template must be categorized as authentication, marketing, or utility. “Service” is not a template category. Service messages are free-form messages sent inside the customer service window. This trips up a lot of published guidance.
Templates are auto-reviewed on creation and edit, and review can take up to 24 hours. An unverified business portfolio is capped at 250 templates per WhatsApp Business Account; a verified portfolio with an approved display name can hold up to 6,000. You can create at most 100 templates per account per hour.
Messaging limits
Meta defines messaging limits as the maximum number of unique WhatsApp user phone numbers your business can deliver messages to, outside a customer service window, in a rolling 24-hour period. Two details matter more than the numbers:
- Limits are set at business portfolio level and shared by every phone number in the portfolio. One number can consume the entire allowance.
- New portfolios start at 250, and completing Meta’s scaling path raises it to 2,000. Beyond that, Meta scales automatically, raising the limit within six hours, provided you are sending high-quality messages across all numbers and templates, and have used at least half your current limit in the last seven days.
If you see older tier ladders quoted in third-party guides, treat them with caution; Meta’s current documentation describes the 250 and 2,000 steps and then automatic escalation.
Per-user marketing limits and the US pause
Separately from your own messaging limit, Meta caps how many marketing templates an individual user receives from any business, based on their recent marketing message read rate and how full their inbox is. No numeric cap is published. Blocked sends surface as a failed message webhook with error code 131049. These limits are not applied to businesses or users in the EEA, UK, Japan, or South Korea. Messages sent within 24 hours after a customer replies to a marketing message do not count toward the user’s limit.
There is also a documented pause on marketing template delivery to United States phone numbers, in effect since April 1, 2025 and still described as active on Meta’s per-user limits page as of its February 2026 update. Verify the current status with Meta or your partner before planning any US WhatsApp marketing campaign. This is the single fact in this guide most likely to change, and Meta has not published a lift announcement either way.
Quality ratings and template pausing
Templates carry a quality rating: green (high), yellow (medium), red (low, meaning negative feedback from multiple users or low read rates), or unknown. Ratings feed into template pacing. New templates, recently unpaused templates, and templates without a green rating send normally up to a threshold, then hold while Meta assesses quality signals. Positive signal releases the held messages; negative signal pauses the template, fires a message_template_status_update webhook, and drops the held messages with error 132015.
Meta added error code 131064 in April 2026, triggered when an account exceeds its messaging limit due to template classification violations. The restriction lifts automatically after the enforcement period. Repeated policy violations escalate through one-day and three-day sending blocks up to 30-day blocks, account locks, and permanent disablement, with an appeals process.
Practical consequence: your template library is an operational asset that degrades if you send poorly targeted marketing. Ask any prospective vendor how they surface quality ratings and pause events to you, and whether you get alerted before a template is paused rather than after.

Getting started: what you’ll need
- A phone number you own, with a country and area code (short codes are not supported) able to receive a voice call or SMS for verification, and not currently active in the WhatsApp consumer or WhatsApp Business app.
- Display name approval. Outcomes are approved, declined (appealable), or deferred pending more API activity.
- Meta Business verification, required for increased messaging limits, phone number limits, and Official Business Account status. Note that a number without OBA status does not appear in search results inside the WhatsApp app.
- For testing, adding the WhatsApp product to an app auto-creates a test number that can message up to five verified recipients free.
Capability constraints to design around
Media limits. Images are capped at 5 MB and must be JPEG or PNG. Video and audio are capped at 16 MB. Documents can be 100 MB. Stickers are 100 KB static, 500 KB animated. Media IDs returned by the API expire after 30 days; media IDs in webhooks expire after 7 days; download URLs are valid for only five minutes.
Interactive formats. Reply buttons are limited to three per message, with 20-character labels. List messages allow up to 10 sections with a maximum of 10 rows across all sections combined. Carousels support 2 to 10 cards with up to two buttons each, and are available for marketing templates only.
These constraints shape conversation design far more than most teams anticipate. A menu with twelve options does not exist on WhatsApp.
Voice. Meta’s WhatsApp Business Calling API supports business and user-initiated VoIP calls, video, screen sharing, and call scheduling on the same business number. User-initiated calling is available everywhere Cloud API is available; business-initiated calling is available globally except the USA, Canada, Egypt, Vietnam, and Nigeria. Production call permissions are limited to one per day and two per week per business-user pair. Calling is billed separately from messaging.
Evaluating WhatsApp chatbot alternatives
Score finalists on these, in this order:
- Official WhatsApp Business Platform, confirmed in writing. Not “WhatsApp integration.”
- Solution Partner or Tech Provider and what markup applies? Get the total cost, Meta rates plus vendor fees, in writing.
- Template management in-product. Can you create, submit, and track approval status without leaving the platform? Does it show quality ratings and pause events?
- Window awareness. Does the platform know whether a customer service window is open, and prevent or warn on out-of-window sends?
- Interactive format support. Buttons, lists, flows, and carousels with the correct limits enforced in the builder.
- Handoff. Does a human agent inherit the WhatsApp conversation in the same inbox as your other channels?
- Analytics. Delivery, read rate, and template performance by category.
On availability: WhatsApp support is common but not universal among AI chatbot alternatives. Intercom, Zendesk, Freshworks, Tidio, Crisp, Chatbot.com, HappyFox, Botsonic, Ada, Verloop (acquired by Nurix AI in July 2026) and Desku all document WhatsApp support, though it appears on different plan tiers. Tidio includes WhatsApp on every plan including free; Crisp includes it on all paid plans; Desku places WhatsApp on its multi-channel Business plan alongside Instagram, Facebook, Telegram, and Slack. Several otherwise capable platforms, Re:amaze, MyAskAI, DocsBot, and CustomGPT, do not list WhatsApp on their integrations pages at all. Use cases that justify the setup effort
Order and delivery updates. Utility templates, free inside an open service window, high read rates. The strongest ROI case for most retailers.
Appointment reminders and booking. Utility category, with interactive buttons for confirm and reschedule. Note the three-button limit.
Support deflection. Non-template messages are free inside the window, so a bot answering inbound questions costs nothing in Meta fees. It is the cheapest WhatsApp use case, and teams routinely skip past it to build outbound campaigns instead.
Lead capture. Peer-reviewed evidence here is thin but real: a 2025 Journal of Business Research study by Isabella and colleagues, running field experiments with over 16,000 participants, found WhatsApp-based chatbots generated significantly more leads of higher quality than conventional landing pages in B2B contexts. The published abstract reports direction rather than effect size.
